On the morning of April 13, Jinbang Company held a seminar on the “Management Measures for Initiating and Approving Technical Research Projects.” Attendees included the deputy general manager, the director of human resources Hong, the general manager’s assistant, the deputy production manager, as well as representatives from the production department, the technology department, and the R&D department. A total of 11 individuals, including those responsible in the Equipment Department and other departments.
The meeting aims to achieve the goal of developing innovative products through the implementation of targeted technological breakthroughs, addressing longstanding, intractable issues in after-sales service and production that significantly impact product safety, functionality, and quality. By ensuring that all product performance indicators meet the required standards, the initiative seeks to substantially enhance our company’s overall product quality and technical capabilities.
Participants received in advance a draft of the “Jinbang Company Technical Breakthrough Project Approval and Management Measures” and studied it carefully. At the start of the meeting, drawing on the “Jinbang Company Technical Breakthrough Project Approval and Management Measures,” the “PVC and PET Quality Challenges,” and the previous document “Plan for the Company’s Reward System for Technological Innovation and Process Reform,” attendees engaged in discussions covering project approval, implementation and monitoring, project evaluation and rewards, as well as project verification.
The project‑driving initiative will establish a Project‑Driving Leadership Group and a Project‑Driving Technical Team. The Leadership Group will be responsible for the company‑wide planning, feasibility studies, approval, revisions, and oversight of the project‑driving efforts; for providing resource support and making decisions on major issues during the process; and for managing the acceptance and evaluation of the project’s outcomes. The Technical Team will handle the specific planning, organization, implementation, and monitoring of the project, assuming full responsibility for its success. Additionally, the team will foster communication and collaboration, leverage management tools, promote a spirit of innovation, and engage frontline employees, thereby pioneering new approaches tailored to Jinbang’s current technological‑driving landscape.
At the meeting, participants freely shared their views and pooled their collective wisdom, engaging in thorough discussions—particularly on project evaluation and rewards, risk management throughout implementation, and interdepartmental coordination. Efforts were made to bring production-line team leaders into the project, broadening its grassroots support base and encouraging frontline workers to take part in problem‑solving and improvement initiatives. Greater integration of material and non‑material incentives was advocated to motivate employees to voluntarily join technical task forces. The leaders of these task forces shoulder significant responsibilities, and the entire effort tests their project‑management acumen as well as their ability to coordinate and integrate resources. In terms of material rewards, fairness must be ensured to recognize and incentivize those who make outstanding contributions. A clear distinction should be drawn between routine duties and genuine, substantive problem‑solving projects, so as to avoid turning individual responsibilities into formalized projects.
Deng Xiaoping proposed: Science and technology are the primary productive forces; Xi Jinping emphasized: Development is the top priority, talent is the primary resource, and innovation is the primary driving force. In today’s increasingly competitive environment, where science, technology, and talent are pivotal to corporate transformation and development, this seminar holds particular significance. Moving forward, Jinbang should place even greater emphasis on the power of scientific and technological innovation and talent, and design more scientific and effective management mechanisms—actions that will also help inspire Jinbang employees to participate in the company’s transformative development with greater enthusiasm, initiative, and pride.
